According to the Energy Saving Trust, Local Authority and housing providers play a vital role in achieving sustainable energy in domestic housing. For Local Authorities this includes responsibilities under the Home Energy Conservation Act (HECA) and setting a good example in energy efficiency and the use of sustainable energy. How does this effect Local Authorities?
The Home Energy Conservation Act 1995 (HECA) requires every UK Local Authority with housing responsibilities to prepare, publish and submit an energy conservation report identifying measures to improve the energy efficiency of all residential accommodation in their area by 30 per cent between 1995 and 2005/10 and to report on progress made in implementing the measures. This includes the development and implementation of an energy efficiency strategy for their own housing stock.
The Energy Savings Trust estimates that the managed housing sector, which includes Local Authority housing stock, produces approximately 48.5 million tonnes of carbon dioxide emissions per year. Therefore, it is vitally important that the managed housing sector is actively involved in achieving the government's targets of reducing carbon dioxide emissions by 60 per cent by 2050. This also ensures that every home is adequately and affordably heated, bringing benefits both to the tenant and the environment.
